  19. North Carolina, up for re-election in 1990, are available over
  20. a 900-DUMP-HELMS phone line, the latest twist in politicking.
  21. Callers are charged $2 a minute. All but 50 cents of that goes
  22. to Intellicomm, run by Robert Rodman, who says business is
  23. brisk. Profits are plowed back into Helmsbusting.
